Changes have been made to the Energy Savings Scheme (ESS) and Peak Demand Reduction Scheme (PDRS). These updates are mandated by the scheme regulators. They will directly affect how projects are delivered, how certificates are claimed, and how compliance is maintained.
Key Changes to the Energy Savings Scheme
Commercial Lighting is Discontinued
As of 01 April 2026, the Commercial Lighting Energy Savings Formula (CLESF) will end. No new installations will be allowed from this date. This change will impact many technicians and businesses involved in commercial lighting.
Refrigeration Activity Changes
F1.1 Remote Cabinets (Classes 12-15) are being reactivated, but with stricter rules:
A new co-payment of $1,000 ex GST per RDC is required.
Cabinets with two or more display sides are ineligible.
F1.2 Integral Cabinets (Classes 1-11) are suspended due to compliance concerns. They are not eligible under PDRS. Additionally, RF2 under PDRS is suspended for Classes 1-11.
Heat Pump Water Heaters Changes
From 01 December 2025, systems 700L or less must have a minimum five-year warranty. This applies to D17, D19, F16, and F17 systems.
The co-payment for F16 and F17 has increased to $1,000 ex GST per system. A new Confidence Factor is introduced, which bases savings on Thermal Capacity.
Air Conditioning Lifetime Extension
The lifetime for D16 and F4 activities has been extended from 10 to 12 years. This applies to both the Energy Savings Scheme (ESS) and the Peak Demand Reduction Scheme (PDRS). This extension is beneficial for technicians and businesses looking to maximise the lifespan of their equipment.
Door-Knocking Banned
Unsolicited door-knocking is now banned under the Energy Savings Scheme (ESS) and the Peak Demand Reduction Scheme (PDRS). While telemarketing is still permitted, it may be reviewed in the future. This change aims to protect consumers and ensure compliance with the schemes.
Administrative Changes to Note
Banned Equipment: No ESCs will be issued if banned equipment is installed.
Lighting Products: No product acceptance is needed under PIAM&V, MBM, or PLESF if standards are met.
Split System Heat Pumps: These must comply with AS/NZS 5149.3:2016 and manufacturer guidelines.
BASIX Clarification: Activities required solely for BASIX approval are not eligible, unless tied to alterations of a BASIX development.
